public interface MapViewLayerOperations

The narrow set of

MapsforgeMapView

operations that extracted overlay painters (border, magnifier) need: coordinate conversion, layer add/remove and centering. Kept as an interface so those painters can be unit-tested against a mock instead of a live map.
